中老缅泰湄公河联合巡逻执法10周年回顾与展望

10th Anniversary of China-Laos-Myanmar-Thailand Mekong River Joint Patrol and Law Enforcement:Achievements, Experiences and Prospects

中老缅泰湄公河联合巡逻执法10周年以来,不仅有效打击并遏制了跨境违法犯罪活动,持续维护了湄公河流域的安全与稳定,而且还较好地开展了救助服务和帮扶援助活动,并成功地开创了国际执法合作典型与示范。四国联合巡逻执法10周年在取得显著成效的同时,也积累了宝贵的经验:从实际效果分析,需要充分激发各方主动性;从具体对策而言,应该有针对性地采取措施;从关键环节探究,离不开参与方的赋能赋权;从前景展望来看,仍需完善长效的协同措施。针对目前联合巡逻执法的不足及面临的风险与挑战,加强警情研判和风险预警,注重犯罪预防;重视科技赋能,发挥现代科技的支撑作用;注重人文交流,调动沿线居民参与的积极性;深化合作机制,共筑联合巡逻执法共同体等,这些措施将成为今后的努力方向和着力点。

10 years of China-Laos-Myanmar-Thailand joint patrol and law enforcement on the Mekong River has not only effectively cracked down and curbed cross-border illegal and criminal activities, and continuously maintained the security and stability of the Mekong River Basin, but also carried out rescue services and assistance activities and successfully set a model of international law enforcement cooperation. The 10-year joint enforcement of the four countries has achieved great results and accumulated valuable experience: from the perspective of actual effect, it is necessary to fully stimulate the initiative of all parties;from the perspective of specific countermeasures, targeted measures should be taken;from the perspective of key links, it is inseparable from the empowerment of the participants;from the perspective of prospects, long-term collaborative measures still need to be taken. In view of the current shortcomings of joint patrol law enforcement and the risks and challenges faced, the direction and focus of future efforts are to strengthen police intelligence research and risk early warning, and focus on crime prevention;attach importance to technological empowerment and give play to the supporting role of modern technology;pay attention to people-topeople and cultural exchanges, and mobilize the enthusiasm of residents along the route to participate;deepen the cooperation to build a joint patrol law enforcement community.
