边疆治理视域下铸牢中华民族共同体意识的现实路径

Practical Path of Consolidating a Strong Sense of Community for the Chinese Nation from the Perspective of Frontier Governance

铸牢中华民族共同体意识是加强边疆治理的本质要求和价值导向,要求明晰中华民族共同体意识在新时代边疆治理中的具象化表达,以准确把握铸牢中华民族共同体意识的着力点。新时代的边疆治理要抓好稳定、发展、生态、强边的核心目标。党的二十大报告指出,要加强边疆地区建设,推进兴边富民、稳边固边。结合情境论的观点,边疆治理视角下的中华民族共同体意识可以表述为守望相助意识、共同富裕意识、生态优先意识和守土固边意识四方面的逻辑构成。在新时代边疆治理的进程中推进铸牢中华民族共同体意识,可以着眼于凝聚守望相助意识、彰显共同富裕意识、提升生态优先意识和强化守土固边意识,分别发挥好全方位互嵌、双层次合作、综合性转型及一体化动员四个维度的机制作用,正确处理好宏观与微观、区域与民众、物质与精神三对关系,真正实现新时代边疆治理和铸牢中华民族共同体意识的交汇交融。

Consolidating a strong sense of community for the Chinese nation is the essential requirement and value orientation for strengthening frontier governance.It is required to clarify the concrete expression of the sense of community for the Chinese nation in the process of frontier governance in the new era,so as to accurately grasp the focus of consolidating a strong sense of community for the Chinese nation.The frontier governance in the new era should focus on four major issues,which include stability,development,ecology and strengtheningof the borderland.According to the report to the 20th National Congress of the CPC,we should promote development in border areas to boost local economies,raise local living standards,and ensure local stability.From the perspective of the situation theory,the sense of community for the Chinese nation can be expressed as the logical composition of four aspects:the sense of mutual support and assistance,the sense of common prosperity,the sense of ecological priority and the sense of defending the land and securing the border.To consolidate a strong sense of community for the Chinese nation in the course of frontier governance in the new era,we can focus on cohering the sense of mutual support and assistance,highlighting the sense of common prosperity,enhancing the sense of ecological priority and strengthening the sense of defending the land and securing the border,give full play to the role of the four dimensions of omnidirectional inter-embedding,two-level cooperation,comprehensive transformation and integrated mobilization,properly handle the three relations between macro level and micro level,region and people,material and spirit,and realize the convergence and integration between frontier governance in the new era and consolidating a strong sense of community for the Chinese nation.
