试论高速公路犯罪案件的侦查对策

近年来,一些犯罪行为人专门瞄准高速公路车流量大、人员密集、治安防控力量薄弱等特点,趁机实行如盗窃、两抢、诈骗、非法交易等多种类型的违法犯罪行为——这是随着我国高速公路发展而逐步蔓延的一种新兴犯罪类型。高速公路犯罪具有无业性、系列性、流窜性、转化性等特点。因现场条件、制度管理、设备布控等多方原因,现有打击高速公路犯罪的侦查措施并不理想。若能以视频侦查为起点,做到并案侦查、多库联侦、多警联动,则可以努力实现对高速公路犯罪案件侦查对策的效用最大化。

The highway crime not only has its professional nature, but also presents the particularity of seriality, vagrancy, transformation and so on. Due to various reasons such as site conditions, system management, and equipment control, the existing investigation measures to combat highway crimes are not ideal. If we can take video investigation as the starting point, achieve joint investigation, multi-database joint investigation and multi-police linkage, we can strive to maximize the effectiveness of investigation countermeasures for highway crime cases.
