乡村振兴战略背景下壮大农村集体经济的思考——基于安徽省阜阳市颍泉区108个村的调研

Thoughts on Strengthening Rural Collective Economy under the Background of Rural Revitalization Strategy--Based on the Survey of 108 Villages in Yingquan District

发展壮大农村集体经济是实现乡村振兴战略任务的重要支撑,是巩固党在农村执政地位和执政基础的重要途径,更是全面建成小康社会、实现共同富裕的必由之路。通过对阜阳市颍泉区108个村的集体经济进行实际调研,深入剖析当前集体经济发展面临的困难与制约因素。在此基础上,找准定位,以改革创新为突破口,提出通过强化党建引领、做好规划引导,健全管理制度、因地制宜选择发展模式,发展壮大新型农村集体经济,以期为扎实推进乡村振兴提供组织保证和物质保障。

Developing and strengthening the rural collective economy is an important support for the strategic task of rural revitalization,an important way to consolidate the Party’s ruling position and foundation in rural areas,and the only way to build a well-off society in an allround way and achieve common prosperity.Through the actual research on the collective economy of 108 villages in a certain district in the central part of China,this research deeply analyzes the difficulties and constraints facing the development of the current collective economy,finds the right position,takes reform and innovation as the breakthrough point,and develops and strengthens the new rural collective economy by strengthening the leadership of party building,doing well in planning and guidance,improving the management system,and selecting the development mode according to local conditions,in order to provide organizational guarantee and material security for the solid promotion of rural revitalization.
