基于进度目标管理的高速铁路联调联试计划标准化研究

Research on Standardization of Testing and Commissioning Plan of High Speed Railway Based on Schedule Target Management

针对高速铁路联调联试计划编制、实施和优化过程中存在的问题,基于进度目标管理深入分析联调联试计划涉及的要素、环节、领域及其必要性、规范性和可行性,提出高速铁路联调联试概要计划、总体计划、运输组织日计划三级计划标准化管理的思路及方法,形成计划标准化的多维管理体系,有效配置各类试验资源,协调组织好各项试验项目和重要环节,以计划标准化管理进一步提高联调联试整体的组织管理水平,对高速铁路联调联试进度管理具有一定参考价值。

Given the difficulties in preparing, implementing, and optimizing the testing and commissioning plan for high speed railways, based on the schedule target management, this paper thoroughly examines the elements,key links and areas involved in the plan as well as their necessity, standardization and feasibility. The paper puts forward the method of three-level standardized management: the outline plan, overall plan and transportation organization daily plan of the testing and commissioning for high speed railways, forms a multi-dimensional management system, to effectively allocate various test resources, organize various test items and key links,further improve the overall organization and management level of testing and commissioning, which serves as a reference for the schedule management of testing and commissioning.
