地方政府权力清单制度变迁逻辑、现实困境与优化路径——基于31个省级权力清单的过程追踪分析

The Institutional Change Logic,Existing Predicaments,and Optimization Path of Local Government’s Power List System:Evidence from the Process Tracking Analysis on 31 Provincial Power Lists

权力清单制度作为新时代推进政府治理体系与治理能力现代化的内在要求,其推行是一个不断深化的系统过程。本研究关注地方政府权力清单制度动态调整过程,以省级政府这一权力清单体系中承上启下的关键环节为研究对象,基于过程追踪框架对我国31个省级权力清单历时性实施状况进行剖析,探索权力清单制度变迁逻辑,并从推行过程的经验材料中发掘其现实困境表现及其成因。根据上述分析,应从加强顶层设计、健全法律法规体系、完善相关配套制度、建立多元主体参与机制、建构统一信息技术平台等路径出发进一步提升权力清单制度效能。

Nowadays, the implementation of the power list system, which is a necessary means for governments to promote the governance system and enhance the governance capability, is a systematic process of continuous deepening. This study mainly focuses on the dynamic adjustment process of the local government’s power list system. Specifically, based on the process tracking framework, this paper analyzes the historical implementation data of 31 provincial power lists in China and explores the logic of power list institutional change, the existing predicaments, and the corresponding causes. Based on the above analyses, it suggests that the efficiency of the power list system should be further improved by strengthening the top-level design, optimizing the system of laws and regulations, promoting relevant supporting systems, establishing a multi-subject participation mechanism, and constructing a unified information technology platform.
