近日,武汉市武昌区成为我国第一批气候投融资试点。本文分析了武汉市开展气候投融资试点的意义和面临的挑战,结合发展现状与实施情况,从资金来源、重点投资领域、政策支持方向及工作机制等方面,对武汉市气候投融资试点提出以下建议:一是明确资金来源渠道,将稳定性更强的气候投融资财政支持机制建立起来;二是明确政策支持方向,为市场创造有利的政策环境;三是明确重点支持领域,对与气候投融资要求相符的项目清单做出清晰界定;四是明确配套工作机制,做好气候投融资创新的风险防控工作。

Recently, Wuchang District in Wuhan has become the first batch of climate investment and financing pilot projects in China. This paper analyzes the significance and challenges of the climate investment and financing pilot project in Wuhan, and puts forward the following suggestions from the aspects of funding source,key investment fields, supporting policy direction and working mechanism based on the development status and implementation situation. First, clarify the capital source channel, and establish a more stable financial support mechanism for climate investment and financing. Second, clear the direction of policy support and create a favorable environment for the market. Third, identify key areas to support and clearly define the list of projects consistent with climate investment and financing requirements;Fourth, define the supporting working mechanism and do a good job in risk prevention in climate investment and financing innovation.
