Establishment, Progress and Problems of Pollution Discharge Permit System

排污许可证制度的目标是成为固定污染源监管制度体系的核心,构建“一证式”管理模式,对固定污染源实现管理内容全要素、管理时段全周期、管理数据全联动的全面监管。本文阐述了我国排污许可证制度的建立过程,并概述当前我国排污许可证制度进展状况和面临的部分问题,对排污许可证制度改革进行了展望。

The goal of the pollution discharge permit system aims to become the core of the regulatory system for fixed pollution sources, build a "one license" management model, and achieve comprehensive supervision of fixed pollution sources in terms of all elements of management content, the whole period of management, and the full linkage of management data. This paper expounds the establishment process of the pollution discharge permit system in China, outlines the progress and problems of the current pollution discharge permit system, and provides suggestions for future pollution discharge permit system reform.
