公共价值创造视角下智慧城市的协同治理探索

An Exploration of Smart City Collaborative Governance from the Perspective of Public Value Creation

智慧城市既是城市发展、治理和转型的全球性模式,也是城市研究中需要不断探索的理论前沿。随着城市信息化应用水平快速提升和国家顶层设计不断完善,智慧城市建设在速度、广度和深度等方面持续优化,但依然存在智慧城市治理未创造出“智慧”应有价值的现实问题。公共价值创造表现为治理的不同主体和要素在一定场域赋能公共价值管理,放置于智慧城市建设的场域下,公共价值创造强调必须实现制度保障和技术支撑最大程度匹配。智慧城市协同治理的公共价值创造是多元治理主体在治理过程中“清晰协同战略目标、深化协商互动机制、兼顾多元利益表达”的过程和结果。因此,重塑公共价值理念、整合多元利益诉求和创新资源利用模式可以作为智慧城市协同治理的实现路径。

Smart city is not only a global model of urban development,governance and transformation,but also a theoretical frontier that needs to be continuously explored in urban research.With the increasing urban informatization and the on-going improvement of national top-level design,smart city construction has been optimized in terms of speed,breadth and depth.However,there are still practical problems that smart city governance has not created the value of“wisdom”.Public value creation manifests itself as various subjects and elements of governance that empower public value management in a certain field.In the context of smart city development,public value creation emphasizes that institutional guarantees and technical support must be matched as closely as possible.The public value creation of smart city collaborative governance is the process and result of“clarifying the strategic goals of coordination,deepening the consultation and interaction mechanism,and taking into account the expression of multiple interests”in the governance process of multiple governance entities.Therefore,redefining the concept of public value,integrating multiple interest demands,and innovating resource utilization models can be used to achieve smart city collaborative governance.
