摘要
根据生态环境部有关文件精神对陕西省某煤化工项目开展了碳排放环境影响评价的试点工作,提出了碳排放评价的工作程序、研究方法、绩效核算、减排技术路线、跟踪监测计划和管理台账,给出了研究案例的主要碳源流单元、最大排放单元和碳排放绩效水平;建议尽快补齐顶层设计短板和制度融合统筹.
According to the spirit of the relevant documents of the Ministry of Ecology and Environment,the pilot work of carbon emission environmental impact assessment was carried out for a coal chemical project in Shaanxi Province,and the work procedures,research methods,performance accounting,emission reduction technology routes,tracking monitoring plans and management accounts of carbon emission assessment were proposed.The main carbon source and flow units,the largest emission unit and the carbon emission performance level of the study case were given;It is suggested to supplement the weaknesses of the top-level design and integrate the system as soon as possible.
