摘要
世界一流财务管理体系显然是支撑中央国有企业做强做优做大的标准配置,具有交易处理、管控风险和支持决策等基础功能,也释放诸如支撑战略、服务业务、创造价值等拓展功能。在以建设世界一流企业助推国家崛起强大的宏大战略背景下,为建设世界一流财务管理体系,中央企业应该理性地精准梳理一流财务管理体系的内在机理,理清其基本使命,确立其价值导向,并构建目标明确的体系框架,采取务实的落地策略,并注重迭代升级。
The world-class financial management system is obviously the standard configuration to support the central state-owned enterprises to become stronger,better and bigger.It has basic functions such as transaction processing,risk control and decision support,and also releases expansion functions such as support strategy,service business and value creation.Under the background of the grand strategy of building a world-class enterprise to boost the rise of the country,in order to build a world-class financial management system,central enterprises should rationally and accurately sort out the internal mechanism of the first-class financial management system,clarify its basic mission,and establish its value orientation,and build a system framework with clear goals,adopt a pragmatic landing strategy,and focus on iterative upgrades.
