多元主体协同参与的农村科普机制——以安徽省明光市“抱团科普”实践为例

The Rural Science Popularization Mechanism with the Collaborative Participation of Multiple Subjects-Taking the Practice of “Holding Group Science Popularization” in Mingguang City, Anhui Province as an Example

建立多元主体协同参与的农村科普机制,可以有效回应农村地区科普资源分散、科普效益不足等问题。基于协同理论,提出多元主体协同参与农村科普机制3层互动关系。通过对安徽省明光市农村科普工作开展调查与分析,探究明光市“抱团科普”多元主体协同参与的农村科普机制创新案例。研究发现,科普领导主体内部抱团协调了各部门工作,有力推进了农村科普工作进程;科普实践主体抱团形成了各方合力,发挥了多元资源优势;领导主体与实践主体交叉抱团,有益于集中回应农村农民科普需求。多元主体协同参与的农村科普机制搭建需依托地方资源条件,以党政领导为统领,建立组织保障,充分激发各主体参与科普工作的主动性、积极性,明确农民科普诉求,发挥科普赋能地方产业、农民生活、农村治理、环境生态的作用。

The establishment of a rural science popularization mechanism with the coordinated participation of multiple subjects can effectively respond to the problems of scattered science popularization resources and insufficient science popularization benefits in rural areas.Based on the synergy theory,this paper proposes the three-layer interaction relationship of the collaborative participation mechanism of multiple subjects.Through the investigation and analysis of the rural science popularization work in Mingguang City,Anhui Province,this paper explores the innovative case of the multi-subject collaborative participation in the rural science popularization mechanism in Mingguang City.The study found that the leading bodies of science popularization co-ordinated the work of various departments,which effectively promoted the process of rural popular science work;the body of science popularization practice formed a joint force of all parties and gave full play to the advantages of multiple resources;the leading bodies and the practice bodies were cross-teamed,which was beneficial to centralized responses.The establishment of a rural science popularization mechanism with the collaborative participation of multiple subjects needs to rely on local resource conditions,under the leadership of the party and government leaders,establish organizational guarantees,fully stimulate the initiative and enthusiasm of all subjects to participate in popular science work,clarify farmers’popular science demands,and give full play to science popularization to empower local industries,farmers’life,rural governance,the role of environmental ecology.
