云南省高速公路对外运输主通道发展现状及对策分析

Analysis on the Development Status and Strategy of the Main External Transport Corridors of the Expressway in Yunnan Province

在梳理云南省境内“七出省、五出境”高速公路主通道的组成路段及其建设情况的基础上,根据《国家综合立体交通网规划纲要》中县级行政中心30 min上高速公路的发展目标,提出了从高速公路收费站30 min以内驾车到达县级行政中心则视为主通道服务覆盖的测算方法,并利用GIS缓冲区功能及主通道已建路段收费站POI数据,对主通道服务覆盖县级行政中心情况进行了测算。测算结果显示,云南省境内“七出省、五出境”高速公路主通道沿线聚集了全省60%的人口和71%的生产总值,已成为支撑全省经济社会高质量发展的重要经济轴带。据此,分析了云南“七出省、五出境”高速公路主通道规划建设运营中面临的问题及挑战,并从打通高速公路对外运输主通道、推动过境段与城市道路规划建设统筹、提升高速公路与铁路融合发展水平、大力发展通道经济4个方面提出了相应的发展对策及建议。

This paper firstly sorted out the components and construction of the seven inter-provincial and five outbound main transport corridors of the expressway in Yunnan province.Then,according to the development goal of 30 minutes to reach the expressway from the county-level administrative center in the National Comprehensive Three-dimensional Transportation Network Planning Outline,this paper proposed a calculation method,that is,driving from the expressway toll station to the county-level administrative center within 30 minutes is regarded as the main corridors service coverage.And by using the GIS buffer function and the POI data of the toll stations of the main transport corridors,the current service coverage of the main transport corridors was calculated.The calculation results show that 60%of the province′s population and 71%of the province′s GDP are gathered along the main transport corridors,which has become an important economic axis to support the high-quality economic and social development of Yunnan province.Finally,we analyzed the problems and challenges faced in the planning,construction and operation of the seven inter-provincial and five outbound main transport corridors of the expressway,and put forward corresponding development strategies from four aspects:opening up the main transport corridors of the expressway,improving the planning and construction as a whole between inside and outside the city,promoting the road-rail combined transportation and developing the corridor economy.
