全球发展倡议与人类命运共同体构建

The Global Development Initiative and the Building of a Community with a Shared Future for Mankind

党的二十大报告明确表达中国愿同国际社会一起努力落实全球发展倡议,加快构建人类命运共同体。全球发展倡议秉持以人民为中心的核心理念,坚持绿色发展和创新驱动的基本原则,更加突出重点行动领域,是人类命运共同体的拓展和延伸,也是人类命运共同体的实践平台。从辩证统一的视角来看,全球发展倡议是人类命运共同体构建的制度保障,人类命运共同体是落实全球发展倡议的方向指引,全球发展倡议与人类命运共同体都是中国向国际社会提供的公共产品。虽然全球发展倡议有助于加强丰富国家间的利益,促进国家间的认同以及加强国家间的相互依赖,进而加快构建人类命运共同体,但也面临着世界各国发展水平存在差异、美西方国家污名化和逆全球化思潮冲击等限制因素。展望未来,中国应立足自身发展经验,创设全球发展知识分享平台;加强发展机制对接,完善现有国家发展制度体系;布局国际发展合作,构建全球发展倡议合作网络,聚力落实联合国“2030年可持续发展议程”,打造发展命运共同体。

The report to the 20^(th) National Congress of the Communist Party of China(CPC)states clearly that China is ready to work with the international community to implement the Global Development Initiative and accelerate the building of a community with a shared future for mankind.The Global Development Initiative upholds the core concept of putting people first,adheres to the basic principles of green development and innovation-driven development,and puts more emphasis on key areas of action.It is not only the expansion and extension of the community with a shared future for mankind,but also a platform for its practice.From the perspective of dialectical unity,both the Global Development Initiative and the community with a shared future for mankind are public goods provided by China to the international community,in that the Global Development Initiative is the institutional guarantee for building a community with a shared future for mankind,while the community with a shared future for mankind is the direction for implementing the Global Development Initiative.The Global Development Initiative is conducive to strengthening and enriching the interests of all countries,and promoting consensus and boosting interdependence among countries,so as to accelerate the building of a community with a shared future for mankind.However,it is also confronted with such constraining factors as the differences in the level of development of countries in the world,the stigmatization from the United States and other Western countries,and the impact of anti-globalization trends.Looking ahead,China should build a platform for sharing global development knowledge based on its own development experience,strengthen the integration of development mechanisms and improve the existing national development systems,deploy international development cooperation and build a global network for development initiative cooperation,vigorously implement the“The 2030 Agenda for Sustainable Development",and build the community with a shared future for mankind through open international cooperation.
