摘要
提升产业链供应链韧性是降低断链风险、推动新型工业化高质量发展和加快构建新发展格局的迫切需要。实施产业基础再造工程可以增加产业链供应链的完备性,提升产业附加值,增强产业循环的畅通性,提升产业链供应链的韧性与安全水平。产业基础再造工程涉及的项目与产品在产业发展、市场特点、创新方式和技术获取方式等方面具有典型的特征,在实施过程中面临创新攻关难度大、基础研究能力不足以及成果转化难等问题。因此,工作的着力点可以优先集中在要素资源保障、产业创新生态体系建设以及产业链强链补链行动三方面。
Improving the resilience of industrial and supply chains is an urgent demand to reduce the risk of chain breaks, promote the high-quality development of new industrialization and accelerate the building of a new development pattern. The implementation of industrial foundation reengineering can increase the completeness of industrial chain and supply chain, raise the added value of industry and enhance the smoothness of industrial cycle, so as to improve the resilience and safety of industrial chain and supply chain. The projects and products of industrial foundation reengineering have typical characteristics in the aspects of industrial development, market characteristics, innovation methods and technology acquisition methods. In the process of implementation, it is faced with such problems as difficulty in tackling key innovation, lack of basic research ability and difficulty in translating results. Therefore, the focus of the work can be prioritized in the guarantee of factor resources, the construction of industrial innovation ecological system and the strengthening and reinforcing of the industrial chain.
