摘要
以洞庭湖生态经济区25个县级行政单位为研究对象,基于数量、质量、生态“三位一体”构建耕地保护绩效评价指标体系,运用AHP-FCE法评析洞庭湖生态经济区耕地保护绩效时序变化及空间格局。结果表明:2009—2018年洞庭湖生态经济区25个县域耕地保护绩效时序变化不尽一致,可划分为基本稳定、总体持续增长、波动增长和总体小幅下降4种变化类型,其中近70%的县域的耕地保护绩效总体有所上升,耕地保护成效较为明显。2018年,洞庭湖生态经济区的15个县域耕地保护绩效处于较好状态,10个县域耕地保护绩效处于一般状态;耕地数量绩效、质量绩效、生态绩效的空间格局有所差异,耕地保护综合绩效总体呈现外围高、中部低的“U”字型空间分布特征。
Taking 25 county-level administrative units of Dongting Lake Eco-economic Zone as the research area and based on the "trinity" of quantity, quality and ecology, this study constructs the performance evaluation index system of cultivated land protection,and analyzes the temporal change and spatial pattern of cultivated land protection performance using the AHP-FCE method in Dongting Lake Eco-economic Zone. The results show that: From 2009 to 2018,the time series changes of cultivated land protection performance in counties of Dongting Lake Eco-Economic Zone were not only consistent, which was be divided into four types: basic stability type, overall continuous growth type, fluctuating growth type and overall slight decline type. Nearly 70% of the counties had an overall increase in cultivated protection performance, and the cultivated land protection effect was more obvious. In 2018, the cultivated land protection performance of 15 counties in Dongting Lake Eco-economic Zone was in a good state,and the cultivated land protection performance of 10 counties was in an average state. The spatial patterns of cultivated quantitative performance, quality performance and ecological performance were different, and the comprehensive performance of cultivated protection overall presented a U-shape spatial distribution characteristics which was high in the periphery and low in the middle. The results of the study and the analysis of the reasons can provide objective reference for the local government’s precise policy of cultivated land protection.
