随着“互联网+”战略的发展,河道智慧管理已成为一个新的重要课题,河道管理将实现数字化、智能化和信息化,形成河道公共产业数字化网络管理、服务和决策的信息系统。河道巡检管理的主要工作在于对水工设施进行巡检维保,做好河道环境排查整治工作,并针对违法行为进行监督惩治。为确保相关工作的有序推进,管理单位可以借助信息化技术搭建河道巡检相关的云平台,助力巡检效率和质量的持续提升。文章介绍了云平台的建设目标,认为平台需要具备统一的建设标准,能够辅助巡检人员监控分析河道状况,推进河道巡检精细化管理工作,分析了河道巡检平台的主要业务,提出了云平台的设计架构和功能实现方式,以为城市河道巡检相关单位管理人员提供参考。

With the development of the Internet Plus strategy, the intelligent management of river course has become a new and important subject. River management will realize digitalization, intellectualization and informatization, and form an information system of digital network management, service and decision-making of river public industry. The main work of river inspection and management lies in the inspection and maintainance of hydraulic facilities, the investigation and improvement of river environment, and supervise and punishment of illegal behaviors. In order to ensure the orderly progress of relevant work, the management unit can build a cloud platform related to river inspection with the help of information technology to help continuously improve the efficiency and quality of inspection. The construction objectives of the cloud platform are introduced in this paper. It is considered that the platform should have unified construction standards, which can assist the inspection personnel to monitor and analyze the river condition and promote the fine management of river courses inspection. The main business of river inspection platform is analyzed, and the design framework and function implementation mode of the cloud platform are proposed, so as to provide reference for the managers of relevant units of urban river inspection.
