新时期标准化视域下商品条码规制方向分析

Analysis on the Direction of Commodity Barcode Regulation from the Perspective of Standardization in the New Era

商品条码作为商品的“身份证”,在商品流通领域发挥着重要作用,有效提升了商品的可追溯性,不仅能够充分保障消费者商品信息知情权,同时也为政府监管部门监督商品质量提供了极大便利。然而在商品条码规制方面,20世纪90年代出台的《商品条码管理办法》,虽然中间进行过修订,但总体而言已经难以充分适应当下的需求。商品的高度繁荣客观上要求进一步完善商品条码规制。本文简要阐述我国商品条码规制发展历程,分析商品条码的价值,重点探讨标准化视域下商品条码规制的发展方向。

As the "ID card" of commodities, commodity barcode plays an important role in the field of commodity circulation, and effectively improves the traceability of commodities, which can not only fully protect consumers’ right to know about commodity information, but also provide great convenience for government supervision departments to supervise commodity quality. However, since the commodity barcode regulation has been revised since the introduction of the Measures for the Administration of Commodity Barcode in the 1990s, it is diffi cult to fully meet the current needs in general, and the high prosperity of commodities objectively requires further improvement of commodity barcode regulation. This paper briefly describes the development process of China’s commodity barcode regulation, analyzes the value of commodity barcode, and focuses on the development direction of commodity barcode regulation from the standardization perspective.
