生态环境系统中检验检测机构委托项目质量管理流程浅析

Analysis of the Quality Management Process of the Project Entrusted by Inspection and Testing Institutions in Ecological Environment System

本文结合近年来工作实际,探讨生态环境系统检验检测机构在开展检验检测工作的过程中如何建立客观、公正、科学、保密的委托项目质量管理流程:前期(业务咨询、合同评审、签订合同或协议及信息保密)、中期(任务下达、质量管理、相关部门实施开展、开展进度、数据记录、编写报告、报告审核、报告签发、报告提交)以及末期(到账结算、资料存档、客户评价),避免因质量管理体系实施不合理所引起的项目管理混乱不清,同时也为类似检验检测机构建立有效的委托项目质量管理流程提供借鉴。

Based on the actual work in recent years, this paper discusses how to establish an objective, fair, scientifi c and confi dential quality management process of entrusted projects in the process of inspection and testing in ecological environment system inspection and testing institutions: In the early stage(business consultation, contract review,contract or agreement signing and information confi dentiality), the middle stage(task assignment, quality management,implementation and development of relevant departments, progress, data recording, report preparation, report review,report issuance and report submission) and the end stage(account settlement, data archiving, customer evaluation), it can avoid the confusion of project management caused by the unreasonable implementation of quality management system,and provide reference for similar inspection and testing institutions to establish effective quality management process of entrusted projects.
