冬奥会背景下黑龙江省冰雪运动公共服务供给现状及优化路径研究

Research on the Current Situation and Optimization Path of Public Service Supply for Ice and Snow Sports in Heilongjiang Province under the Background of the Winter Olympics

2022北京冬奥会之后,我国冰雪运动迈入跨越式发展的全新时代。冰雪运动公共服务是衡量黑龙江省公共服务水平的重要指标,其高质量发展也是实现黑龙江体育强省的必由之路。基于此,该文运用文献资料法和逻辑分析法对黑龙江省冰雪运动公共服务供给现状进行研究,完善后冬奥时代背景下黑龙江省冰雪运动公共服务制度。研究结果表明,冰雪运动公共服务设施条件不断完善,冰雪体育活动积极开展,法律法规和政策文件逐步健全,为黑龙江省冰雪运动公共服务的发展奠定了基础。黑龙江省冰雪运动公共服务存在供给主体单一,公共服务信息推广不足,专业人才短缺和场馆管理模式不佳等问题,并提出了建立多元化供给主体、拓宽信息宣传渠道、完善专业人才培养机制和优化场馆管理模式等发展对策。

China’s ice and snow sports have entered a new era after the 2022 Beijing Winter Olympics. Ice and snow sports public service is an important indicator to measure the level of public service in Heilongjiang Province, and its high-quality development is also the only way to achieve a strong province of sports in Heilongjiang Province. Based on this, this paper studies the current situation of the supply of public services for ice and snow sports in Heilongjiang Province using the method of literature and logical analysis, and improves the public service system for ice and snow sports in Heilongjiang Province under the background of the post-Winter Olympics era. The results show that the continuous improvement of public service facilities for ice and snow sports, the active development of ice and snow sports, and the gradual improvement of laws, regulations and policy documents have laid a foundation for the development of public services for ice and snow sports in Heilongjiang Province. The problems existing in the public service of ice and snow sports in Heilongjiang Province include single supply subject, insufficient promotion of public service information, shortage of professional talents and poor venue management mode. The paper also puts forward development countermeasures such as establishing diversified supply subject, widening information publicity channels,improving professional talent training mechanism and optimizing venue management mode.
