基层政治建设是在坚持和加强党的领导的基础上,建构基层民主政治体系并维持稳定政治秩序的系统行为。在基层治理实践中,加强基层政治建设就是要增强党的领导政治韧性,明确党建构基层治理秩序的政治责任,坚定以人民为中心的政治立场,提高破解基层治理困境的政治优势,夯实基层治理的政治根基;优化基层党政结构,实现党政行为联动、价值同构与责任共担,创新基层治理党政统合机制、基层群众参与机制与公共服务供给机制;提高基层政治能力,引领提升社会再组织化程度,增强基层群众治理主体性,实现基层治理的实质性治理参与,建设基层治理共同体,推动基层治理体系和治理能力现代化。

Political building at community level aims to construct a community-level democratic political system and maintain stable political order on the basis of upholding and strengthening overall Party leadership. In the practice of primary-level governance, firstly, strengthening political building means to enhance the political resilience of Party leadership, which makes the Party to clarify the political responsibility for building primary-level governance order, to sustain people-centered political line, and to improve the political advantages to solving dilemmas during the process of governance. Secondly, strengthening political building means to optimize the Party-governance structure at community level, which benefits to make the Party and government to cooperate well, share value and bear collective responsibility in governance. This will further help to innovate the governance mechanism of Party-governance integration, and be better for the public participation as well as the supplement of public service. Thirdly, strengthening political building means to improving political capacity, which allows the Party to better steer the social reorganization, helps to strengthen the governance subjectivity of the people, and realize substantive public participation in governance. All the measurements will be conducive to build a community of primary-level governance, which can also be beneficial for modernizing system and capacity for governance.
