公立医院医疗服务价格改革研究进展

Research Progress in the Reform of Medical Service Price in Public Hospitals in China

随着公立医院改革的持续推进,我国医疗服务价格的调整也面临新的挑战。现阶段我国医疗服务价格仍处于“总量控制、结构调整”时期,如何从弥补取消药品、耗材加成后的政策性亏损转移到通过调整医疗服务价格优化医疗机构收入结构、建立动态的医疗服务价格调整机制至关重要。本文通过梳理国外医疗机构补偿机制的经验以及我国医疗服务价格改革政策的沿革、各地区的改革经验与试点做法、主要研究内容等,为进一步推动我国医疗服务价格改革提供思路。

With the continuous advancement of public hospital reform,the adjustment of medical services prices in China also faces new challenges.At the present stage,China's medical service price is still in the period of"total amount control and structural adjustment".How to transfer from compensating for the policy loss after the cancellation of the addition to drugs and consumables to optimizing the income structure of medical institutions by adjusting medical service prices and establishing a dynamic medical service price adjustment mechanism is very important.This paper provides ideas for further promoting the reform of Chinese medical service price by sorting out the experience of foreign medical service price reform policy,the evolution of Chinese medical service price reform,the pilot practice and main research content of effective medical service price reform.
