The Logical Structure and Thinking Paradigm of Xi Jinping’s Important Remarks on Rule-based Governance over the Party

“依规治党”是以习近平同志为核心的党中央在党的十八大后着重推行的进程,该进程以实施“八项规定”为开端,经过十年的提升,逐渐形成了一个集政治逻辑、文本内容、执行结构和执行原则于一体的思想体系。在党的二十大报告中,面对实现第二个百年目标的要求,党中央又提出了新的要求与任务部署,进一步完善了该体系。该体系基于全面从严治党的要求,以1949—2012年依规治党理论与实践为渊源,以完备的文本体系和科学的执行秩序为内在构成,通过改变既有制定模式、完善文本质量、提高执行效率等,不断趋于完善,其中体现出全局谋划的战略思维、较真碰硬的问题思维、深化改革的法治思维、与时俱进的创新思维和协同发展的系统思维。

Since the 18th National Congress of the Communist Party of China,the Central Committee with Comrade Xi Jinping at its core has continued to promote“rule-based governance over the Party”as an important agenda.The process began with the implementation of the“Eight Regulations on improving Party and government conduct”,and after ten years of promotion,a complete system integrating political logic,text content,implementation structure and implementation principles has been gradually formed.In the report of the 20th National Congress of the Communist Party of China,facing the requirement of achievingthe Second Centenary Goal,the Central Committee of the Party has put forward new requirements and task deployment,which the system has been further improved.In a word,the system is based on the requirement of full and rigorous Party self-governance,based on the theory and practice of rule-based governance over the Party from 1949 to 2012,and internally constituted by a complete text system and a scientific execution order.By changing the existing formulation mode,improving the quality of the text and improving the execution efficiency,the system has been gradually improved.It embodies the strategic thinking of overall planning,the problem thinking of confronting real problems,the legal thinking of deepening the reform,the innovative thinking of advancing with the times and the systematic thinking of coordinated development.
