天津市组团式支援新疆某医院帮扶成效评价研究

Performance of Tianjin’s pairing assistance to a hospital in Xinjiang

目的评价2018年—2020年天津市“组团式”支援新疆和田地区人民医院的帮扶成效,对天津市在乡村振兴阶段支援帮扶新疆受援医院提出对策建议。方法通过实地调研、问卷调查等方法,对新疆和田地区人民医院开展医疗情况调研分析,从受援医院医务人员和就医群众中回收调查问卷共计1064份。结果受援医院医疗服务能力得到改善,但仍有提升空间;医务人员能力提升较大,但人才培养还需加强;就医群众满意度高,服务群众成效显著。结论在“组团式”支援新疆的政策下,受援医院管理水平有较大提高,但仍存在一定的不足,今后需进一步加强医院管理,提升医疗服务能力,创新人才培养方式,争取更大发展。

Objective To assess the performance of Tianjin’s pairing assistance to Hotan People’s Hospital,Xinjiang,from 2018to 2020 and to propose recommendations on Tianjin’s aid and support to hospitals in Xinjiang during the rural revitalization stage.Methods The medical services offered by Hotan People’s Hospital were investigated through field research and questionnaire-based survey.A total of 1064 valid responses were collected from medical staff and patients in the hospital.Results The health care services and staff capacity of the hospital have been improved,but there is still room for improvement.High treatment effectiveness and patient satisfaction were achieved.Conclusions Thanks to Tianjin’s pairing assistance,Hotan People’s Hospital has greatly increased its capacity,although there is still room for improvement.Further development can be expected with optimized hospital management,increased health care capacity,and innovated talent training modes.
