乡村振兴背景下河北蔚县基层医疗卫生现状与思考

Status quo of grassroots medical and health care in Yu County,Hebei Province under the background of rural revitalization

目的了解河北蔚县基层医疗卫生现状,提升农村医疗服务能力,实现乡村振兴。方法通过政策文件、政务数据和调查走访,了解并分析该县人才队伍、财政支出、信息化建设、农民健康意识等方面的情况。结果河北蔚县有乡村医生541名,其中15%的乡村医生具有执业(助理)医师资格;29%年龄≥60岁;月收入2000~3000元,工资待遇较低。2021年村卫生室支出1448.6万元,占县医疗机构总支出比例为1.38%。为实现医疗卫生协调发展,“蔚县智慧医疗公共卫生服务平台”投资4837.23万元,统筹全民健康信息和实现资源共享。结论为满足基层民众日益增长的健康需求,基层医疗机构需要进一步提升岗位吸引力,提高培训效率,加大财政支持信息化的力度,助力乡村振兴。

Objective To investigate the status quo of grassroots medical and health care in Yu County,Hebei Province,so as to inform the capacity-building of rural medical services and realize rural revitalization.Methods The medical staff,fiscal expenditure,informatization,and farmers’health awareness in Yu County were investigated via policy documents,government affairs data,and survey visits.Results There were 541 rural doctors in Yu County,among whom 15% were licensed as practicing(assistant)physicians;29% were≥60 years old;and their salary was low(2,000~3,000 yuan).In 2021,the expenditure of village clinics was 14.486 million yuan,accounting for 1.38% of the total expenditure of the county’s medical institutions.To achieve a coordinated development of medical and health care,a total of 48.3723 million yuan was invested on the"Yu County Smart Medical and Public Health Service Platform"to coordinate the health information of the general public and realize resource sharing.Conclusions In order to meet the growing health needs of the general public,grassroots medical institutions need to further enhance the recruitment,retention,and training of medical talents and their informatization should be further supported by fiscal funds,so as to facilitate rural revitalization.
