摘要
持续深化创新型河北建设,巩固来之不易的科技创新氛围,核心关键是为创新主体成长构建良好的政策生态,助力各类创新主体高质量快速成长。新型研发机构作为科技创新和成果转化的重要主体,其发展状况一定程度上受到地方政策环境和创新氛围的影响。建议将优化新型研发机构政策作为创新型河北建设成果产出的发力点、机制建立的着力点、氛围营造的切入点,稳定持续支持的政策预期,以优化新型研发机构发展环境为“小抓手”,构建创新型河北政策“大生态”。
In order to continuously deepen the construction of an innovative Hebei, and consolidate the hardwon science and technology innovation atmosphere, the core key is to build policy ecology of excellent growth for innovation subjects for helping all kinds of innovation subjects to achieve a high-quality rapid growth. As an important subject of scientific and technological innovation and achievement transformation, new R&D institutions is to a certain extent influenced by the local policy environment and innovation atmosphere in their development. It is suggested that the policy of optimizing new R&D institutions be taken as the force point for the output of the innovative Hebei construction, the focus point for the establishment of mechanisms, and the entry point for the creation of atmosphere, to stabilize the policy expectation of continuous support, and build the policy “big ecology” of the innovative Hebei by talking the development environment improvement of new R&D institutions as the “small grasp”.
