城市空间再开发中“反增长联盟”的演进特征研究

Evolution Characteristics of"Anti-growth Coalition"in Urban Space Redevelopment

研究以我国城市空间治理逻辑演进为基础,结合典型案例演绎,探索当前我国城市空间再开发中“反增长联盟”的组织机制及作用特征。研究指出,当前我国城市空间再开发中“反增长联盟”呈现出与城市治理逻辑相符的演进特征,其演进主要存在三种关系,即“存”与“增”、“上”与“下”、“公”与“私”。与日益壮大的“反增长联盟”相适应,规划亟需从这三组关系出发作出回应:一是协调“存”与“增”的关系,从编制空间方案转向构建平等对话平台;二是统筹“上”与“下”的关系,建立适配空间尺度的公众参与制度;三是平衡“公”与“私”的关系,推动协商式规划成为兼顾公平和效率的手段。

Based on the logical evolution of urban space governance in China,typical cases are combined to study the organizational mechanism and functional characteristics of“anti-growth coalition”in urban space redevelopment.The study points out the“anti-growth coalition”evolution characters are consistent with the logic of urban governance,and planning shall deal with three relationships in response:to coordinate redevelopment and new development,the value of planning changes from the supply of space solutions to the construction of an equal dialogue platform;in the aspect of top-level and grass root coordination,it is urgent to promote public participation in different space scales;to balance public and private interests,the planning process needs to shift towards communicative planning that integrates equity and efficiency.
