数字技术赋能乡村治理的实践检视

Practical Review on Digital Technology Empowering Rural Governance

基于TOE分析框架,构建了包括8个观测变量和30个测量指标的评估指标体系,检视数字技术赋能乡村治理的实践效果。通过对14个农业农村部评选的“全国乡村治理典型案例”研究发现,数字技术赋能乡村治理能够重塑乡村治理场域,实现乡村治理结构再造,拓展居民参与渠道,赋能乡村治理能力提升,从而助力乡村实现有效治理的目标。但同时,数字技术也会造成一定的乡村治理负担,表现为数字技术的功能“收缩”导致内容生产的行政化,数字技术的社区分化引发内容生产与需求的分离,数据指标硬化和治理内耗引致数字技术的悬浮化,治理主体间的数字鸿沟导致数字技术的挤出效应。为此,需要以“以人为本”的价值追求重新审视数字技术赋能乡村治理,超越对“数字技术”过度技术化和行政化的追求。

Based on the TOE analysis framework,an evaluation index system including 8 observation variables and 30 measurement indicators is constructed to examine the practical effect of digital technology empowering rural governance.Through studying 14“typical cases of national rural governance”of the Ministry of Agriculture and Rural Affairs,we found that digital technology can reshape the rural governance field,recreate the rural governance structure,expand the channels of residents’participation,and empower the improvement of rural governance ability,so as to help the countryside achieve effective governance.But at the same time,digital technology also causes certain burdens on rural governance.It is manifested in the administration of content production due to the“contraction”of digital technology function,the separation of content production and demand caused by the community division of digital technology.The suspension of digital technology due to the hardening of data indicators and the internal friction of governance,and the crowding-out effect of digital technology caused by the digital divide among governance subjects.To this end,it is necessary to re-examine the rural governance empowered by digital technology with the value pursuit of“people-oriented”,transcend the excessive technical and administrative pursuit of“digital technology”.
