政府购买农村养老服务的文化论域

Cultural Discourse on Government Purchase of Rural Elderly Services

政府购买养老服务是应对人口老龄化、补齐农村养老短板的重要方式。但从实践中看,政府购买养老服务由于缺乏对老年人文化诉求的关注,导致了服务效果欠佳。基于田野调查发现,政府购买农村养老服务时,在对老年人生命意义的关照中存在文化缺位,同传统家庭养老功能体系衔接中存在文化错位,在考核留痕中存在文化跑位等问题,以致陷入一种文化失位的实践困境。政府购买农村养老服务实现破局的关键是要立足农村生活文化场域,促进养老服务中的文化归位:通过文化补位促进老年人的生命意义重建,通过文化正位实现社会养老同家庭养老功能的有效衔接,通过文化调位促进考核手段的优化调整,从而充分回应农村养老服务中的文化关切。同时,将文化维度纳入养老服务体系中进行考量不仅有利于进一步推进农村养老服务事业的精细化发展,也有助于提升我国社会公共治理服务中的人文热度。

The government’s purchase of elderly care services is an important way to cope with the ageing population and make up for the weak links of rural elderly care.However,the lack of attention to the cultural aspirations of the elderly has led to a lack of effectiveness in practice.Based on field research,it is found that the government’s purchase of rural elderly care services is facing a cultural dislocation in practice due to the lack of cultural care for the meaning of life of the elderly;the cultural misalignment in the interface with the traditional family elderly care and the cultural positioning in the assessment of the traces.The key to breaking the barrier is to promote the cultural repositioning of elderly care services based on the cultural field of rural life.Through cultural repositioning,we can promote the reconstruction of the meaning of life for the elderly;we can effectively connect the functions of social old-age care and family old-age care;we can promote the optimal adjustment of assessment methods,so as to fully respond to the cultural concerns in rural old-age care services.In the meantime,the inclusion of cultural dimensions into the elderly care service system is not only conducive to the further refinement of rural elderly care services,but also helps to improve the humanistic fervor of China’s social public governance services.
