为推广应用全过程工程咨询,建立水利项目全过程工程咨询模式,在调查分析基础上,总结现阶段水利项目常见承发包模式经验及存在问题,分析不同承发包模式适用的全过程工程咨询模型,提出水利项目全过程工程咨询“1+2阶段”模式,实现项目的投资、质量和进度目标,贴合中小型水利项目的市场需求。研究成果可为促进水利咨询行业转型升级,实现水利高质量发展提供参考。

To promote the application of whole-process engineering consulting and establish the whole-process engineering consulting model of water conservancy projects,based on the investigation and analysis,the common contracting modes and existing problems of water conservancy projects at the present stage were summarized,the whole-process engineering consulting models applicable to different contracting modes were analyzed,and the"1+2 stage"model of whole-process engineering consulting of water conservancy projects was proposed with popular significance.The model can achieve the investment,quality and schedule objectives of the project,fit the market demand of small and medium-sized water conservancy projects,and provide reference for promoting the transformation and upgrading of water conservancy consulting industry and realizing high-quality development of water conservancy.
