新冠肺炎疫情影响下水电工程施工合同变更索赔应对探讨

Discussion on the Handling of the Claim for Construction Contract Change of Hydropower Projects under the Influence of COVID-19

2020年初发生的“新型冠状病毒肺炎”疫情作为一种突发性的传染病事件,为合同变更索赔带来了诸多不确定性。结合国家有关部委、厅、局和各省市发布的针对新冠肺炎疫情下合同处理的有关政策文件,笔者以硬梁包水电工程中合同变更索赔实际应对情况,分析介绍了新冠肺炎疫情影响下的应对措施,为类似工程合同变更索赔处理提供借鉴。

As a sudden infectious disease,the outbreak of"Novel Coronavirus Pneumonia"in early 2020 has brought many uncertainties to deal with the claim for contract change.Based on the relevant policy documents issued by the relevant ministries,departments,bureaus,provinces and cities to deal with the contract under the epidemic,taking the solutions in Yingliangbao Hydropower Project as an example,this paper analyzes and introduces the countermeasures for the contract change claim under the influence of the epidemic.And it could provide reference for the handling of contract change claim in similar projects.
