贵州民族地区党建引领基层治理的实践经验研究

Research on the Practical Experience of the Construction of the CPC for Grassroots Governance in Guizhou Ethnic Areas

一直以来,民族地区的治理是国家治理中较为突出和关注的问题。近年来,贵州民族地区在党建引领基层治理的实践探索中,通过完善治理体制机制、强化特色产业发展、加强乡风文明建设、配置社会参与资源和推进人居环境改造等举措,把党的领导贯穿基层治理全过程、各方面,在加强基层治理体系和治理能力现代化建设实践中积累了不少经验。这些经验是:要始终抓住党的领导这个根本保证,要始终抓住人民至上这个价值取向,要始终抓住共建共治这个主要手段,要始终抓住文化涵养这个重要基础,要始终抓住生态先行这个基本底线。

The governance of ethnic areas has always been the most prominent and concerned issue in state governance.In recent years, Guizhou ethnic areas has been accumulated a lot of experiences in the practice of strengthening the modernization of grassroots governance system and governance capacity in the practice and exploration of the Construction of the CPC.for grassroots governance,by improving the governance system and mechanism, deepening the development of characteristic industries,accelerating the construction of rural civilization, allocating social resources and promoting the transformation of living environment and so on, the party’s leadership has been carried out throughout the whole process and all aspects of grassroots governance.These experiences are: we should always grasp the fundamental guarantee of the leadership of the CPC, people supremacy, the primary means of co-construction and co-governance, the important foundation of cultural conservation, and the basic line of ecological priority.
