沿海城市生活污水处理厂达标尾水排海可行性研究——以通州城区污水处理厂为例

摘要 污水海洋处置工程是一条解决沿海城市生活污水处理厂达标尾水处理的有效途径。本文以南通市通州区益民污水处理厂为例,在综合分析南通市城市总体规划、海洋主体功能区划等相关规划的基础上,提出了通州城区达标尾水实施深海排放的思路,并从工程实施的技术可行性、法规政策及相关规划的相符性、环境可行性等方面进行了详细分析。分析结果表明:通州城区污水处理厂达标尾水实施入海排放是可行的,方案的实施有利于改善通州城区水环境质量,保障通州人民用水安全,保护长江南通段的水生态环境,促进区域经济社会高质量发展,研究成果可为沿海地区城市寻求污水处理厂达标尾水出路提供借鉴。 Marine sewage disposal project is an effective way to deal with standard tailwater treatment of domestic sewage treatment plants in coastal cities.Taking Yimin Sewage Treatment Plant in Tongzhou District of Nantong City as an example,on the basis of comprehensive analysis of Nantong’s overall planning,marine main function zoning and other related planning,this paper puts forward the idea of implementing deep sea discharge in Tongzhou urban area by conforming to the standard tailwater,and makes a detailed analysis from the technical feasibility of the project implementation,the conformity of laws and policies and related planning,the environmental feasibility and other aspects.The analysis results show that it is feasible for Tongzhou urban sewage treatment plant to discharge standard tailwater into the sea.The implementation of the scheme is conducive to improving the water environment quality of Tongzhou urban sewage treatment plant,ensuring the water safety of Tongzhou people,protecting the water ecological environment of the Nantong section of the Yangtze River,and promoting the high-quality development of regional economy and society.The research results can provide reference for seeking the outlet of standard tailwater of urban sewage treatment plant in coastal areas.
