集中建设模式下政府投资项目建设监管体系研究

Research on the Concentrated Management Style of Government Project to Construction Supervision Based on the Grounded Theory

文章基于扎根理论,发现目前监管的主要问题以及形成的原因,从制度建设、机制确立、过程控制和绩效考核4个方面构建集中建设单位对参建单位建设行为的监管体系,对于政府投资工程集中建设模式下,规范对建设行为监管有着重要的借鉴意义。

Based on grounded theory, the main problems and causes of the current supervision are figured out.Then a supervision system of centralized construction units on the construction behavior of participating units is built from four aspects: system construction, mechanism construction, processing monitoring and performance evaluation. It has a significant reference for the regulation of construction behavior under the centralized construction mode of government invested projects.
