永定河北京段生态补水现状问题及对策 被引量:1

Problems and countermeasures of ecological water replenishment in Beijing section of Yongding River

摘要 为了扩大永定河生态补水效益,减小补水过程中的水量损失,提高水资源利用率,扩大有水河长与流动时长,根据近年来永定河北京段生态补水情况,重点梳理永定河平原段生态补水中存在的问题,量化了生态补水过程中各项数据,并针对性提出优化调度建议。在水资源总量刚性约束的情景下,通过小流量多水源分段补水、扩容联动溪流、改建生态补水单孔闸,实现水资源紧缺情景下的补水效益最大化;在水资源丰沛情景下,通过启用流域内外多条补水路径,进一步扩大受水区域,充分利用蓄滞水库、湖区及砂石坑等强渗漏能力的特点,补给地下水,增加境内地下水资源储备量。同时借助跨河设施等有利条件,解决视频、水情监测设备安装痛点问题,实现补水情况全河段、全天候监测,提升永定河水资源调度的自动化与智慧化水平,打造经济高效、安全运行的调水模式。 According to the ecological water replenishment situation of Yongding River in Beijing section in recent years, the problems existing in the ecological water replenishment of Yongding River plain section were sorted out. The data in the ecological water replenishment process were quantified, and the optimization suggestions were put forward. Under the rigid constraint of total water resources, water replenishment benefits could be maximized under the water resource shortage situation by small flow and multi-water source segmentation, capacity expansion linkage of streams, and ecological water replenishment single-hole gate reconstruction. Under the circumstance of abundant water resources, multiple water replenishment routes inside and outside the basin should be used to further expand the water-receiving area, and the strong seepage capacity of storage reservoirs, lakes, sand pits and other features should be fully utilized to recharge groundwater and increase the domestic groundwater resource reserves. At the same time, with the help of cross-river facilities and other favorable conditions, the pain points of installation of video and water monitoring equipment could be solved to realize all-weather monitoring of water replenishment in the whole river section, improve the automation and intelligence level of Yongding River water resource scheduling, and create an economical, efficient and safe water transfer mode. This study will provide a theoretical basis for expanding the benefit of ecological water replenishment of Yongding River, reduce the water loss in the process of water replenishment, improve the utilization rate of water resources, and expand the length and flowing time of the river with water.
