党的自我革命制度规范体系:内容结构、效能优势与完善路向

The Institutional and Normative System of the CPC Self-revolutionary:Content Structure,Efficiency Superiority and Improvement Direction

党的二十大报告首次提出“完善党的自我革命制度规范体系”的明确政治要求,旨在形构权威、可靠、完备的制度规范体系,实现党的自我革命的科学化、程序化与长效化。党的自我革命制度规范体系,主要由党内法规制度体系、党的权力监督体系、党的不忘初心牢记使命制度、党内巡视制度、全面从严治党责任制度等五项自成系统又内在协同的资源要件有机组成,形成了“2大子体系+3项子制度”的基本内容结构;其在涵育党的自我革命精神品格、汇聚党的自我革命制度合力、优化党的自我革命行动秩序等方面具有显著的效能优势。新征程上,完善党的自我革命制度规范体系,需要在优化构成要件、促进内容协同、关照执行实际、强化动态调适、注重效能转化等方面重点发力,不断增强制度规范体系的完备性、衔接性、操作性、开放性与功能性,从而为党的自我革命稳步推进提供坚强制度保障。

The report of the 20th National Congress of the Communist Party of China for the first time put forward the clear political requirements of"perfecting the institutional and normative system of the CPC self-revolutionary",aiming at forming an authoritative,reliable and complete system and standard system to make the Party’s self-revolution scientific,procedural and long-lasting.The institutional and normative system of the CPC self-revolutionary is mainly composed of five separate and internally coordinated resource requirements,including the system of intra-Party regulations,the system of Party power oversight,the system of staying true to its founding mission,the system of intra-Party inspection,and the system of responsibility for comprehensively and strictly governing the Party.It has a significant efficiency advantage in cultivating the Party’s self-revolutionary spirit and character,building the institutional synergy of the party’s self-revolution and optimizing the party’s self-revolutionary action order.On the new journey,to improve the Party’s self-revolutionary system and norms,we need to focus on optimizing components,promoting content coordination,taking care of implementation practices,strengthening dynamic adjustment,and focusing on efficiency transformation.We need to continuously enhance the completeness,coherence,operability,openness and functionality of the system and norms,so as to provide a strong institutional guarantee for the steady progress of the Party’s self-revolution.
