我国粮食节约的协同性治理

摘要 当代粮食损失与浪费的发生折射出复杂社会的复杂系统性、高度不确定性和二相对偶失衡性等一系列机理。在复杂社会背景下,粮食节约必须依赖协同性理念展开理论设计,并付诸实践行动。当前我国粮食节约治理在一定程度上呈现出目标冲突化、环节缺散化、主体片面化和工具简单化等若干景象。在未来,应分别从“以政策系统优化推动治理目标协同”“以双生命周期推进治理环节协同”“以多方利益者相关倡议推动治理主体协同”“以完善政府工具、强化市场和社会工具推进治理工具协同”四个方面实现我国粮食节约治理协同因应之道。 Facing the current complex international and domestic situation,strengthening food conservation governance is of great significance for improving the efficiency of the country’s food system,improving food security and nutrition,and promoting sustainable environmental development.The occurrence of food loss and waste in contemporary society reflects a series of characteristics of complex society,such as complex system,high uncertainty and two-phase pair imbalance.In this context,food conservation governance must rely on the concept of synergy to carry out theoretical design and put it into practice.At present,the current state of grain conservation governance in our country,to a certain extent,presents several fragmented scenes,such as conflicting governance objectives,fragmented governance links,one-sided governance subjects,and simplified governance tools.In terms of future improvement,our country should reflect the coordinated response of food conservation governance from four aspects,including promoting the coordination of governance goals through policy system optimization,promoting governance link coordination with dual life cycle,promoting the coordination of governance bodies through the advocacy of various stakeholders,improving government tools and strengthening market and social tools to promote the coordination of governance tools.
