摘要
课后服务政策是落实“双减”政策的重要制度保障。基于历史制度主义理论对其变迁逻辑分析发现:我国课后服务政策经历了四个发展阶段。从结构分析范式来看:宏观的制度情境决定着课后服务政策走向,多重变量制约着课后服务政策的发展,相关政治行为主体基于利益追求的关系互动推动课后服务政策的演变。从历史分析范式来看,课后服务政策具有路径依赖性特点。为此,在“双减”政策深入推进过程中,课后服务政策还需在课后服务主体的权责分配、师资队伍保障机制、课后服务评价机制等方面着力完善。
The after-school service policy is an important institutional guarantee for the implementation of the“double reduction”policy.Based on historical institutionalism theory,it reveals that China’s after-school service policy has gone through four stages of development.From a structural analysis paradigm,the macro institutional context determines the direction of after-school service policy,multiple variables constrain the development of after-school service policy,and the interaction of relevant political actors based on the pursuit of interests drives the evolution of after-school service policy.From a historical analysis paradigm,the after-school service policy is path-dependent.Therefore,in the process of“double reduction”policy,the after-school service policy needs to be improved in terms of the distribution of rights and responsibilities of after-school service subjects,the guarantee mechanism of teachers and the evaluation mechanism of after-school service.
