放管服背景下我国地方高校职称管理研究

随着我国高等教育领域的放管服改革不断深入,高校的职称管理体系日臻深入,但是很多地方高校依然问题多多,存在职称评审规则缺乏调研论证、评后激励机制不完善、行政权力对学术权力的僭越等以行政逻辑管理职称问题,影响高校的高质量发展。地方高校职称管理问题的根本原因是以竞争逻辑分解绩效指标,直接原因则是治理水平低质化、评价功利化和考核过度量化。针对地方高校在职称管理工作中接不住“放”且“管”不了、“服”不好等问题的存在,应在目前放管服改革的理念指导下深化放管服改革,即分层分类管理以实现“放”得协调、“管”得科学,高校纠正行政权力越位以实现学术权力的归位,同时高校开展职称评审与绩效评价改革以强化教师“教育者”职业角色。

With the reform of "release, management and service" in the field of higher education, the title management system of colleges and universities is more and more perfect, but there are still many problems in many local colleges and universities, such as the lack of research and evaluation rules, imperfect post-evaluation incentive mechanism, administrative power to academic power and other administrative logic management of the title problems, affecting the high quality development of universities.The root cause of the problems of local university professional title management is the decomposition of performance indicators by competitive logic, while the direct cause is the low quality of governance, the utilitarianism of evaluation and the excessive quantification of assessment.In view of the problems of failing to "release", "manage" and "serve" in the professional title management of local colleges and universities, the reform of "release", "management" and "service" should be deepened under the guidance of the current idea of reform, that is, hierarchical and classified management to achieve the coordination of "release" and "management" science.Universities correct the offside of administrative power to realize the return of academic power.Meanwhile, universities carry out the reform of professional title review and performance evaluation to strengthen the professional role of teachers as "educators".
