供水安全保障的和谐调控模型及其应用

摘要 供水安全事关经济社会与生态环境的和谐发展,加强城市的供水安全保障能力意义重大。为进一步提升城市供水安全保障水平,采用基于数列距离的匹配度计算方法对供水安全问题进行了识别,基于和谐论构建了供水安全保障的和谐调控模型,并将该模型应用于河南省出山店水库供水区的供水安全调控中,结合识别出的供水安全问题,提出了针对性的调控措施。结果表明:(1)供水漏损率、水功能区水质达标率等指标与浉河区经济发展水平的匹配度较低,水利工程规模、城镇化率、灌溉可用水量等指标与平桥区经济发展水平的匹配度较低。(2)通过和谐调控,浉河区的供水过程以及用水主体安全水平得到提升,其供水安全度提升至0.841,提升率为9.6%;平桥区的供水水源以及用水主体安全水平得到提升,其供水安全度提升至0.739,提升率为9.2%。 Water supply safety is related to the harmonious development of the economy, society and ecological environment, and it is of great significance to strengthen the city′s ability to guarantee water supply safety. In order to further improve the level of urban water supply security, the matching degree calculation method based on the sequence distance was used to identify the water supply security issues, and a harmonious regulation model for water supply security was built based on the harmony theory, and the model was applied to the water supply security regulation of the water supply area of the Chushandian Reservoir in Henan Province. Combined with the identified water supply security issues, targeted regulation measures were proposed. The results are as follows. Firstly, the indicators such as water leakage rate, water quality compliance rate in the water function area and the economic development level of Shihe District have a low matching degree, while the indicators such as water conservancy project scale, urbanization rate, irrigation water availability and the economic development level of Pingqiao District have a low matching degree. Secondly, through harmonious regulation, the safety level of water supply process and water users in Shihe District have been improved, and the water supply safety has been increased to 0.841, with an increase rate of 9.6%. The safety level of water supply sources and water users in Pingqiao District has been improved, and the water supply safety has been increased to 0.739, with an increase rate of 9.2%.
