“带动三亿人参与冰雪运动”是习近平总书记对开展群众性冰雪运动的谆谆嘱咐,是我国冰雪运动发展的重要目标。把“以人民为中心”作为指导思想,结合价值理论,运用文献资料法、逻辑分析法等研究方法,研究发现:深刻理解“带动三亿人参与冰雪运动”在保障、产业、文化、教育和体育五个方面的多元功能与价值,对于凝聚各方共识、提升我国群众性冰雪运动普及发展水平具有重要意义。有针对性地提出了以冰雪经济带动区域经济、大力发展冰雪产业、广泛传播冰雪文化、深化冰雪运动体教融合、积极发展群众性冰雪运动的政策建议,旨在为巩固和扩大“带动三亿人参与冰雪运动”成果提供理论支持,为助力建设体育强国作出理论贡献。

“Encouraging 300 Million People to Participate in Ice and Snow Sports”is General Secretary Xi Jinping’s earnest instruction to carry out public winter sports,and an important goal to develop winter sports in China.Studied by the people-centered development philosophy and value theory,through materials analyzing and logical analysis,this thesis has profoundly grasped the multi-functions and values of“Encouraging 300 Million People to Participate in Ice and Snow Sports”in the fields of security,industry,culture,education and sports,which is of great significance to rally consensus of all parties and promote extensive winter sports development in China.It puts forward to promote regional economy driven by ice and snow economy,develop ice-snow sports industry,spread ice and snow culture widely,strengthen the combination of sports and education,and carry out extensively mass ice and snow activities.The aims of this thesis are to provide theoretical support to consolidate and expand the achievements of“Encouraging 300 Million People to Participate in Ice and Snow Sports”,and to make theoretical contributions to building China into a leading sporting nation.
