数字时代我国大型体育场馆公共服务供给的财政补贴优化研究

Research on the Optimization of Financial Subsidy for Public Service Supply of Large Stadiums and Gymnasiums in the Digital Era

运用文献资料法和逻辑推理法等研究方法,对大型体育场馆财政补贴政策存在的困境和争议进行了阐述与回应,并对数字时代背景下财政补贴方案优化进行了深入探讨。研究认为:(1)当前大型体育场馆免费、低收费开放陷入了财政补助边际效益递减、治理体系架空悬浮、供给质量可持续性脆弱和公共体育服务非均等化加剧等“内卷化”困境;(2)根据庇古的外部性理论推导出大型体育场馆的正外部性和政府的负外部性,从而论证了继续坚持大型体育场馆免费、低收费开放财政补贴政策的合理性和必要性;(3)为了满足新时代人民群众对于公共体育服务更高的要求和期待,在强调继续施行补贴政策的基础上,建议从补贴标准、补贴范围、补贴方式和补贴资金来源等方面对补贴方案进行优化调整。

Through the methods of literature and logical reasoning,this paper expounds and responds to the difficulties and disputes of the financial subsidy for the free and low fee opening of large stadiums and gymnasiums,and probes into the optimization of the financial subsidy policy in the new period.The results show that:(1)At present,the opening of large stadiums and stadiums free of charge has fallen into“involution”dilemma,such as diminishing marginal benefits of financial subsidies,overhead suspension of governance system,weak sustainability of supply quality and aggravation of non-equalization of public sports services;(2)According to Pigou’s externality theory,we can deduce the positive externalities of large stadiums and the negative externalities of the government.In order to demonstrate the rationality and necessity of financial subsidies for large stadiums and gymnasiums after free and low fee opening;(3)It is suggested that the subsidy scheme can be optimized and adjusted from the aspects of subsidy standard,subsidy scope,subsidy mode and subsidy fund source,so as to respond to the higher requirements and expectations of the people for public sports services in the new era.
