数字乡村高质量发展的理论路径与影响因素

Research on the Theoretical Path and Influencing Factors of High-Quality Development of Digital Villages

民族要复兴,乡村必振兴。党的二十大报告提出,全面推进乡村振兴。建设数字乡村既是贯彻党的二十大精神,统筹推进实施乡村振兴战略的具体工作,也是建设数字中国的重要内容。引入马克思社会治理思想及国家治理理论分析数字乡村高质量发展的理论路径,结合文献检索和专家评判等方法识别影响数字乡村高质量发展的诸多因素,运用改进的解释结构方程模型,分析各因素间层次关系和关联机制,构建因素层次递阶结构。研究认为,数字乡村高质量发展的理论路径是:以农村居民为主体,激发农村居民创造性;应提高农村生产力、构建新型生产关系以及强化多主体协同、形成推动乡村振兴的上层建筑;通过对数字乡村高质量发展的初始因素的识别与因素集的模型构建分析,可以发现:数字素养是影响数字乡村高质量发展的根本因素,数据共享和资本投入为直接因素;治理体系、乡村文化、数字基础设施和主体关联等9类因素交互作用,共同成为驱动数字乡村高质量发展的间接因素。

If the nation wants to revive,the rural will be revitalized.The report of the 20th National Congress proposed to comprehensively promote rural revitalization.Constructing digital villages is not only the implementation of the Spirit of the Twentieth National Congress of the Communist Party of China and the specific work of comprehensively promoting the implementation of the rural revitalization strategy,but also an important content of"Digital China".The paper introduces Marx’s social governance thought and national governance theory to analyze the theoretical path of the high-quality development of digital villages,and then is identifies the factors that affect the high-quality development of digital villages by combining literature retrieval and expert evaluation.Also,it analyzes the hierarchical relationship and correlation mechanism among various factors by using the improved interpretive structural equation model(SEM)to build a hierarchical structure of factors.The research shows that,the theoretical path of high-quality development of digital countryside is to take rural residents as the main body and to stimulate the creativity of rural residents.And also we should improve the rural productivity,build a new type of production relations,strengthen the multi subject coordination,and form the superstructure to promote rural revitalization;Through the identification of the initial factors of high-quality development of digital villages and the analysis of the model construction of factor sets,we can find that digital literacy is the fundamental factor affecting the high-quality development of digital villages,and data sharing and capital investment are the direct factors;The interaction of9 kinds of factors,including governance system,rural culture,digital infrastructure and subject association,together become the indirect factors driving the high-quality development of digital villages.
