临时性产业集群如何促进城市创新

How Temporary Industrial Clusters Promote Urban Innovation

临时性产业集群具有与传统产业集群相似的知识传导机制,但是克服了其成长周期长、知识锁定、创新惰性等缺陷,或将赋能城市创新能力提升。基于我国11个国家级城市群的151个地级市面板数据,探究临时性产业集群对城市创新能力的影响。研究发现,临时性产业集群能够显著促进城市创新水平提升;分区域特征来看,相较于东中部地区,临时性产业集群对经济相对落后、产业结构处于低附加值环节的西部及东北地区的城市创新能力的促进作用更强;影响机制的间接验证表明,临时性产业集群创造了促使产品和要素流动的“流空间”,使得主体间进行知识交换,从而提升城市创新水平;进一步空间计量检验结果显示,临时性产业集群具有正外部性,能够提升同一城市群中其他城市的创新水平。为此,应提高临时性产业集群水平,重视产品与要素流动中介作用,引导临时性产业集群提升城市创新水平,并通过其空间溢出效应促进城市群一体化。

The knowledge transmission mechanism of temporary industrial clusters is similar to that of traditional industrial clusters.However,temporary industrial clusters overcome the defects of traditional industrial clusters,such as long growth cycle,knowledge locking,innovation inertia,having a positive impact on urban innovation.Based on the panel data of 151 prefecture level cities in 11national urban agglomerations in China,this paper explores the impact of temporary industrial clusters on urban innovation ability.The results show that temporary industrial clusters can significantly promote the improvement of urban innovation level.If we focus on the characteristics of different regions,temporary industrial clusters play a stronger role in promoting the urban innovation ability of the western and northeast regions with relatively backward economy and low value-added industrial structure,compared with the eastern and central regions.The indirect verification of the impact mechanism shows that temporary industrial clusters create a flow space"to promote the flow of products and factors,so as to exchange knowledge among subjects,which can improve the level of urban innovation.Spatial econometric test shows that temporary industrial clusters have positive externalities and can improve the innovation level of other cities in the same urban agglomeration.This study broadens the research ideas in the field of industrial clusters,and provides a new perspective and practical path for improving regional innovation ability and promoting the integrated development of urban agglomerations.
