社会合作视角下的“中国—中亚命运共同体”构建

The Construction of“China-Central Asia Community with a Shared Future”from the Perspective of Social Cooperation

“人类命运共同体”理念自提出后,在国际社会上引起广泛关注和积极回应,但也遇到既有霸权秩序的挑战。在中亚地区,“中国—中亚命运共同体”的构建在经济合作、政治互信领域里取得了丰硕成果,但仍需进一步深耕细作,提升中亚民众对“中国—中亚命运共同体”的认同感。本研究从社会合作视角出发思考进一步深化构建“中国—中亚命运共同体”的路径,并得出结论:在经贸领域合作中,可以侧重于关注就业、职业教育、环境保护等民生需求。在文化交流中,通过探索民众特别是年轻人感兴趣的形式提高合作效率;继续提升教育领域合作的规模和质量;注重加强中国的中亚人才库建设、深化中国与中亚国家间学术界的交流合作;引导民间机构积极有序开展民间交流;强化应对非传统安全问题的合作机制。

Since the concept of a community with a shared future for mankind was put forward,it has aroused widespread attention and positive responses in the international community,but it has also encountered challenges from the established hegemonic order.In Central Asia,the construction of“China-Central Asia community with a shared future”has achieved fruitful results in the areas of economic cooperation and political mutual trust,but it still needs further efforts and enhances the recognition of the“China-Central Asia community with a shared future”among the Central Asian people.This study ponders the path to further deepen the construction of“China-Central Asia community with a shared future”,from the perspective of social cooperation and draws the following conclusions:in economic and trade cooperation,attention can be focused on livelihood needs such as employment,vocational education and environmental protection.In cultural exchanges,the cooperation efficiency can be improved by exploring forms of interest to the public,especially for young people;continuing to improve the scale and quality of cooperation in education;focusing on strengthening the construction of China’s talent pool in Central Asia and deepening academic exchanges and cooperation between China and Central Asian countries;guiding non-governmental organizations to carry out non-governmental exchanges actively and orderly;and strengthening cooperation mechanisms to deal with non-traditional security issues.
