网络舆论生态治理的逻辑理路——基于媒体融合、政府公信力、社会共识联动的视角

The Logical Way of Ecological Governance of Network Public Opinion: From the Perspective of the Linkage of Media Integration, Government Credibility and Social Consensus

网络舆论生态治理是我国社会治理、国家安全治理的重要组成部分。推动网络舆论生态治理现代化,营造出风清气正的网络舆论环境意义重大。媒体融合程度、政府公信力水平、社会共识凝聚度是网络舆论生态治理的关键要素。在深度解析这三项关键要素的价值向度和三者联动的内在机理的基础上指出,媒体深度融合的困境、自媒体盛行下政府公信力弱化、官民舆论场博弈下的社会共识断裂化是三者联动的桎梏。因此,需要优化媒体深度融合的治理工具,夯实政府公信力的基础,提升官民舆论的共识度,以推动网络舆论生态治理的现代化进程。

The ecological governance of network public opinion is an important part of China’s social governance and national security governance. It is of great significance to promote the modernization of the ecological governance of network public opinion and create a clean and healthy network public opinion environment. The degree of media integration, the level of government credibility and the degree of social consensus cohesion are the key elements of the ecological governance of network public opinion. On the basis of in-depth analysis of the value orientation of these three key elements and their internal linkage mechanism, it points out that the difficulties of in-depth media integration, the weakening of government credibility under the prevalence of we-media, and the fragmentation of social consensus under the game of government and civilian public opinion are the shackles of the linkage of the three elements. Therefore, it is proposed to optimize the governance tools of in-depth media integration, consolidate the foundation of government credibility, and improve the consensus degree of government and civilian public opinion, so as to promote the modernization process of the ecological governance of network public opinion.
