区域一体化背景下FLI+院外仓模型研究

Research on FLI+Outside Warehouse Model Under the Background of Regional Integration

传统院内SPD服务业务受单体医院场地、人员设施局限,存在高成本、高投入、资源无法共享等难题。本研究通过深入分析医疗机构对SPD在院内和院外提出的新需求,基于现有成熟SPD运营模式及国内外行业SPD发展趋势,为提高供应链整体效益,解决医疗机构面临的成本及服务质量问题,在单体SPD、院外SPD直至城市SPD的核心路径上进行探索,将现有的院外仓管理模式划分为5个阶段,分别为剥离、外移、集群、独立和城市化。通过“四定”将院内服务标准化,在提升服务效率的同时使传统院内SPD服务业务外移,并实现区域化院外集中管理。经项目试点证明,该模式可实现医共体、医疗集团服务资源共享,有效解决单体SPD项目自身局限,在区域一体化背景下切实可行且优势明显。

The traditional inside-hospital SPD service model is limited by the space,personnel and facilities of individnal hospitals,and has to solve the problems of high cost,high investment and resource sharing.Based on the existing mature SPD operating mode and the development trend at home and abroad,this study analyzes the new demands of medical institutions for SPD both inside and outside the hospital.In order to improve the overall efficiency of the supply chain and solve the cost and service quality problems faced by medical institutions,this study explores the core path of individual SPD,outside-hospital SPD and city SPD,and divides the existing outside-hospital warehouse management mode into five stages,namely,stripping,relocation,clustering,independence and urbanization.Through the“Four Fixity”,the service inside the hospital has been standardized,service efficiency has been improved,and the traditional inside-hospital SPD business has been moved out of the hospital,thus the regional outside-hospitalcentralized management is achieved.The pilot project has proved that SPD service resources can be shared between medical community and medical group,and under the background of regional integration,regional sharing outside-hospital SPD service model,which is feasible and possesses obvious advantages,can effectively solve the limitations of single SPD projects.
