新时代涉海党内法规制度体系建设问题研究

完善的党内法规体系是中国特色社会主义法治体系的重要组成部分。我国正在实施海洋强国战略,不断推进海洋治理现代化,涉海党内法规制度体系建设理应受到高度关注。我国目前的涉海党内法规制度体系主要以涉海党内规范性文件构成,在规范内容、效力等级、调整领域和执行机制方面具有一定的特点,与此同时也存在相应的挑战和困境。涉海党内法规制度体系建设仍处于初步阶段,有必要予以更多重视,从而不断完善我国的海洋治理体系和提升海洋治理能力。

Intra-Party regulations are an important part of our country’s insistence on improving the socialist system and promoting the modernization of the national governance system and governance capacity in the new era.my country is implementing the strategy of strengthening the country by sea and continuously enhancing its marine governance capabilities.The intra-Party legal system in the marine area should receive great attention.At present,my country has initially formed a sea-related intra-Party legal system with intra-Party normative documents as the mainstay,supplemented by strictly formulated intra-Party regulations.At the same time,there are corresponding challenges and dilemmas.The construction of the intra-Party legal system in the marine area is still in its preliminary stage,and it is necessary to pay more attention to continuously improve my country’s marine governance system and enhance its marine governance capabilities.
