海上光伏项目的前期开发——以山东省沿海为例

Early-stage Development of Offshore PV Projects-Taking the Coastal Areas of Shandong Province as an Example

近年来,随着海洋经济的快速发展和科学技术的不断进步,拓展了海域开发利用的深度和广度,海域利用方式出现新的变化,越来越多的风电、光伏等项目布局在海上。为深入贯彻落实碳达峰、碳中和战略部署,充分发挥资源优势和产业优势,国家能源局加快推进海上风电、海上光伏、海洋能等新兴可再生能源发展,推动能源结构调整优化和绿色低碳转型。从海上光伏自身特点出发,遵循合规合理开发、科学精准施策的原则,梳理出一套海上光伏项目开发建设流程,为海上光伏项目开发提供借鉴。

In recent years,with the rapid development of marine economy and the continuous progress of science and technology,the depth and breadth of sea area development and utilization have been expanded,and new changes have taken place in the utilization mode of sea area,and more and more wind power,photovoltaic and other projects are deployed offshore.In order to implement the strategic deployment of carbon peaking and carbon neutrality,and give full play to resource and industrial advantages,the National Energy Administration has accelerated the development of emerging renewable energy such as offshore wind power,offshore photovoltaic,and marine energy,and promoted the adjustment and optimization of energy structure and the transition to green and low-carbon energy.Starting from the characteristics of offshore PV,this paper follows the principles of compliant and reasonable development and scientific and precise policy,and sorts out a set of offshore PV project development and construction process to provide reference for offshore PV project development.
