框架视域下农村环境污染的议题建构与治理路径——基于绿领环保组织微信公众平台的个案研究

On Issue Construction and Governance Path of Rural Environmental Pollution fromPerspective of Framing Theory : A Case Study Based on WeChat Public Platform of Lyuling Environmental Non-Governmental Organization

破解农村“散乱污”企业的环境污染治理难题是打赢蓝天保卫战的重点工作之一。本文基于框架视域,考察绿领环保组织运用微信公众号对京津冀及周边地区农村“散乱污”企业进行环境污染议题的建构与过程呈现,探究构建农村环境多元共治体系的策略与路径。研究发现,6大媒体框架分阶段共同构建环境污染议题的目标、过程、归因以及推动议题向纵深发展,形成“行动-宣传-社会支持-持续行动”的闭环治理路径,从中可以总结出线上媒体宣传倡导与线下多元主体共同参与农村“散乱污”企业环境污染治理的“举一反三”之经验,进而推动农村基层环境治理从“末端”被动治理向“前端”主动防污的策略转型,从而为推动构建农村环境问题多元可持续治理体系提供了经验借鉴与理论思考。

Pollution control of rural scattered enterprises has become an environmental challenge and is one of the critical tasks in furthering pollution prevention and control.Based on the framing theory,the purpose of this paper is therefore to establish the strategy and path of rural environment multiple co-governance system,through investigating the process of Lyuling environmental social organizations using WeChat public accounts to construct pollution issues for scattered pollution enterprises in Beijing-Tianjin-Hebei region and its surrounding rural areas.The findings suggest that the six media framings jointly construct the objectives,processes,attributions and development of environmental pollution issues in stages,forming a closed-loop environment governance path of"action-propaganda-social support...continuousaction".On this basis,we seek to summarize the experience and draw inferences from online media advocacy and offline multi-subject co-participation in the environmental pollution control of rural scattered enterprises,which help to promote the transformation of grassroots environmental governance path from End-Treatment Method to Front-Prevention Method.The contribution of the study is to offer experiential references and the oretical insights for propelling multi-subject sustainable governance of rural environmental problems.
